How to Enter Panthalassa in Prehistoric Farm
Enter Panthalassa at level 30 by completing Kai's quest beside the Devonian whirlpool: a marked bone, 50 fish and three 
Dunkleosteus eggs.
Panthalassa access requirements
Panthalassa is the underwater region reached through the whirlpool beside Devonian Island. Reach level 30 and speak with Kai the Watchkeeper at the entrance to start his three-part quest.
You need the marked 
Mosasaurus bone, 50 fish of any kind and three Dunkleosteus eggs. The eggs require 12 matching Dunkleosteus fossils in total because 
Devonian dinosaurs now use four fossils per egg.
Find Kai at the Devonian whirlpool
Use Home Island in the center of the world map as your starting reference, then travel toward Devonian Island and its nearby whirlpool. Kai is at the whirlpool entrance.
Speak with Kai before working through the tasks so you can follow the active quest instructions.

Complete Kai's three tasks
Collect the marked Mosasaurus bone requested by Kai, catch 50 fish of any kind, and obtain three Dunkleosteus eggs from the Devonian collection.
For each Dunkleosteus egg, finish its four-fossil set and use the DNA Lab on Home Island. Repeat until you have the three eggs required by the quest.

Use the whirlpool to enter Panthalassa
After finishing Kai's quest, enter Panthalassa through the whirlpool beside Devonian Island. The quest unlocks this underwater route.
A specific boat upgrade or extra entry payment is not documented. Use the actual quest requirements rather than assuming that buying a larger boat unlocks the region.
What to do after entering
Panthalassa contains 16 swimming dinosaur records, including Mosasaurus, 
Megalodon, 
Kronosaurus and 
Liopleurodon. Most listed collection sets use three matching fossils per egg.
Yara's Pacific Shovel quest is in the underwater region. Its recorded requirements are three Sea Eggs of any kind, one Nessie Shard and 350,000 Gold.
You can also work toward underwater Nessie fragments and the Nessie boss route. Use the full swimming speed chart to compare possible riding partners.

The listed minimum level is 30.
Do I need 50 or 70 fish?
The current confirmed requirement is 50 fish of any kind. The older 70-fish note has been corrected.
How many fossils make the three Dunkleosteus eggs?
Twelve matching Dunkleosteus fossils: four per egg, repeated three times.
Where is the entrance?
